Kayunga District is part of the traditional Buganda Kingdom county of Bugerere. During the 1966 Buganda Crisis, Kayunga excelled as the centre of resistance. During Museveni’s sectarian Bush War (1981 – 1986), Bugerere rejected Museveni’s NRA. Instead, political leaders like Sam Ssebagereka supported the UFM of Andrew Kayiira. Their own, now Maj. David Matovu, commanded a small guerilla army based in Galiraya and out-rightly rejected invitation to join hands with the NRA. After the NRA captured power,. Capt. Matovu surrendered to the NRA and was always a jail bird over treasonous allegations. In efforts to weaken Buganda, Museveni created the Kingdom of Bunyala and installed Maj. Kimeze as the King. In 2009, Museveni blocked the Kabaka from visiting Kayunga and consequently riots that ensued were about to make his regime fall.
Since then, he has been scheming on how best to tame Bugerere. His appointment of Aida Nantaba to cabinet could not help much because she opted to side with the local people. That is when he resorted to grooming his Mucwezi, Moses Karangwa Kalisa charged with the sole mandate of not only facilitating land grabbing but ensuring that the Bacwezi settle in the area and eventually dominate the indigenous Baganda.. The scheme has successfully worked somewhere else in Buganda and now the focus is on Bugerere. Efforts to politically write off Nantaba were defied by the locals who returned her to Parliament on an independent ticket. The so-called power struggles between Karangwa and Nantaba in Kayunga is premised on land grabbing. Interestingly, even his made King, Maj. Kimeze, has of recent realized that he had only been used and has resorted to siding with the locals in resisting land grabbing.
As had been the case throughout Buganda Kingdom, during the recent local government elections, Bugerere overwhelmingly rejected Museveni and his regime. At local government level, the District chairmanship fell to the opposition, NUP. Since the position has a big role to play with regard to land management, the District Chairman had to mysteriously die a few days later. Now with the by-election process in full swing, Museveni has led an entire regime machinery to impose a reign of terror on Kayunga that is to see to it that his Regime candidate is declared the winner.
